This page serves as the public notice for Emergency Service Contract S-8828 between the Washington State Office of the Secretary of State (OSOS) and Happylucky, Inc. The contract was established as an emergency purchase to provide timely statewide voter education and outreach concerning election procedures, ballot delivery and return methods, and related changes affecting Washington voters ahead of the November 2026 general election and February 2027 special election.

Procurement Summary
The Office of the Secretary of State entered into Emergency Service Contract S-8828 with Happylucky, Inc. for a statewide Elections Messaging Campaign. The contract has a total not-to-exceed amount of $400,000 and runs through March 31, 2027. OSOS determined that additional voter education was necessary due to increased uncertainty concerning ballot delivery, ballot return methods, election laws, and related deadlines. The need was further affected by recent federal court cases, executive actions, and proposed changes to U.S. Postal Service policies and procedures. The campaign supports OSOS's statutory responsibilities to provide Washingtonians with basic election information, ensure election integrity, and support voter turnout under RCW 43.07.310. Happylucky was selected because it was already providing statewide voter education and outreach services to OSOS under Contract S-8655, which was awarded following a competitive solicitation, RFP 25-07. Given the limited time available before the November election, OSOS determined that a competitive solicitation or sole-source procurement would not have resulted in an award before the need had passed. Amending the existing contract was also not a viable option because the additional services and funding would constitute a material change.

Scope of Services
Happylucky, Inc. will develop and execute additional creative assets and a statewide media campaign addressing updated ballot return guidance and potential legal and procedural changes in Washington State. The campaign will include print, social and digital, radio, and video advertising; translation services in Spanish, Vietnamese, and Traditional Chinese; campaign messaging and style guidance; media planning and buying; media deployment; campaign evaluation and optimization; and ongoing monitoring and reporting.

Campaign Schedule
The campaign is scheduled around the 2026 Primary and General Elections and the February 2027 Special Election. Media Flight #1 is scheduled for August 24 through November 3, 2026, followed by a four-week afterglow period from November 4 through December 2. A third media flight is planned for January 18 through February 5, 2027, with dates subject to slight adjustment. The final campaign report is scheduled for March 1, 2027.

Contract Amount
The total not-to-exceed amount of the contract is $400,000, inclusive of applicable taxes and fees. The project cost estimate includes studio labor, media and production costs, media spend, media management and set-up costs, production expenses, administrative expenses, and a service administration fee.

Emergency Purchase
OSOS determined that an emergency procurement was necessary because the services were time-sensitive, the amount exceeded the direct buy threshold, and the timeframe required to conduct a competitive or sole-source procurement would have prevented the State from addressing the identified need before the relevant election cycle.

The six-month emergency contract is necessary to maintain continuity of critical microfilm services supporting the long-term preservation of public records and OSOS’s statutory responsibilities under RCW 40.14 and RCW 40.10.020.

Procurement Summary
The Office of the Secretary of State is entering into Emergency Service Contract S-8513 with Technical Imaging Systems Incorporated for micrographic processing and duplicating services. The contract has a total not-to-exceed amount of $50,000 and provides for a six-month period of performance beginning May 22, 2025. An emergency procurement is necessary because the existing contract for these services is expiring, a prior competitive solicitation received no proposals, and the existing contract has reached its amendment limit. In addition, the incumbent vendor has informed OSOS that brown-toning required under the Washington State Microfilm Standards is no longer feasible because Silverlock Polysulfide Treatment has been discontinued and is no longer available. The emergency contract will provide continuity of services while OSOS develops and publicly posts a new competitive solicitation that reflects current industry capabilities and the unavailability of the discontinued treatment.

The State Library worked with a research vendor to produce and test a toolkit consisting of resources needed to facilitate responsible, ethical, community co-creation of a digital experience assessment. The Legislature has provided funds for the upcoming fiscal year to continue to test and iterate the kit with community partners, as well as store, organize, anonymize, and interpret the data outputs from those activities. The successful vendor will also be responsible for writing a report to the legislature introducing the toolkit, the protocol for its usage, lessons learned in the development and testing process, and recommendations for continued assessment going forward. The budget for this contract is $200,000. $60,000 of that budget is reserved for the sole purpose of subcontracting translation or facilitation services to community members, as well as community compensation for participation in assessment activities.

This platform will enable library staff around the state to access the training. OSOS is seeking a platform with which to deliver self-directed training components to library staff as needed and on demand. Proposals are sought that provide ready-to-use tutorials for the most used library electronic resources and that include courses offered by OSOS. Proposer’s courses must be library centric, web-based training and always available. Modules on relevant current issues to enhance library customer service are needed. Modules for learning should have appealing graphics to call attention to the resources. These resources should be not only ready to use tutorials professionally produced but also can host instructional videos and tutorials produced by OSOS staff. The look of the website should be able to be co-branded with the WSL and OSOS logos and contact information. Resources provided by the firm should be constantly reviewed for content, revised if necessary, or removed when no longer relevant. There must be an unlimited number of tutorials that can be hosted on the site. In addition, there must be the ability to create learning sub platforms that are specific to OSOS project managers area of expertise.

The Washington State Office of the Secretary of State, Washington State Library Division (OSOS), seeks proposals for a preservation project of newspaper microfilming and possible digitization, secure storage of master negatives, and production and selling of duplicate service copies of microfilm. Using the services provided by the Contractor, OSOS will supply the library’s customers with newspapers on microfilm and, when possible, in digital format. OSOS needs 35mm silver halide first generation master negatives and second generation print master negatives stored in a secure, protected, climate-controlled storage area which meets standards as described by the Library of Congress. OSOS needs third generation service copies in 35mm positive silver halide copies to add to the Washington State Library collection for customer use.

WSL receives more than $3 million annually from the federal Institute of Museum and Library Services (IMLS), funded by the Library Services and Technology Act (LSTA). The Washington State Library Technology Consortium (LIBTECH) is a group of independent library systems that have formed a consortium, administered by the Washington State Library, for procuring eligible equipment and services through the federal E-Rate Program and through other federal programs.

On behalf of LIBTECH, the Washington State Library is initiating this Request for Proposals No. 23-05 (RFP) to solicit bids from qualified firms to provide the consortium members across the state of Washington with an Enterprise Grade and comprehensive managed services package that includes equipment required to deliver internet access and connectivity (designated Category 2 under the E-Rate Program) for a period of 5 years, with an optional additional year of service. E-rate eligible equipment includes routers, switches, wireless access points, UPS units and firewall functions. Installation, related accessories, licensing, maintenance, monitoring, and technical support are also needed.

RFP 23-03 – Digital Literacy Assessment

The Washington State Office of the Secretary of State, Washington State Library Division (OSOS), is initiating this Request for Proposals (RFP) to seek a vendor to conduct a statewide assessment of Washingtonians’ digital skills needs and likely pathways for digital skills support. The purpose of this project is to capture Washingtonians’ digital skills needs to work, learn, access services, connect to community and otherwise thrive. The assessment shall gather new information using mostly small-scale, qualitative methods, with emphasis on historically underrepresented audiences. The project team should include qualitative researchers and be willing to partner with liaison organizations with strong relationships to these audiences. The assessment’s findings should help providers of digital skills support to develop responsive services and apply for program funding. Providers include libraries, community-based organizations, government agencies, health providers, K-12 schools and higher education, tribes, and workforce development. Ideally, the assessment will form a foundation for continuous improvement in understanding and supporting Washingtonians’ digital skills. The Washington State Legislature provided funding for this project and required that it be completed by June 1, 2023 whereby OSOS must submit a report to the governor and the legislature by that date. The Washington State Office of the Secretary of State, Washington State Library Division (OSOS), is initiating this Request for Qualifications and Quotes (RFQQ) to continue a project which will enable OSOS to enhance the growth of the Washington Digital Newspapers program at the Washington State Library. OSOS will provide raw TIFF images created to NDNP standards as uncompressed, 8-bit grayscale, 300-400 dpi, or born digital PDFs, which may need to be cropped & deskewed; have issue structure created, Optical Character Recognition (OCR) and METS/ALTO data applied. OSOS seeks flexible options for in-house production so that some metadata processing projects can be done onsite by a small team of OSOS staff using the system concurrently with product support from the chosen vendor. OSOS will reserve the option to have select, larger projects processed by the vendor. All projects will then be completed and verified for best quality by OSOS staff.

The Washington State Office of the Secretary of State, Corporations & Charities Division (OSOS), is initiating this Request for Proposals (RFP) to solicit proposals from firms interested in participating on a project for the development and implementation of a comprehensive training program for Tribal and Native nonprofit organizations and charities. OSOS records show there are more than 53,500 registered nonprofit corporations, and approximately 12,000 registered charities (98% of which are nonprofit corporations) in the state. It is likely that more nonprofits should be registered as charities, but do not know about the registration requirement.

The Washington State Office of the Secretary of State, Washington State Library Division (OSOS), has issued this Request for Proposals (RFP) to solicit responses from service providers interested in and qualified to provide commercial real estate brokerage services. OSOS wishes to obtain the services of a commercial real estate brokerage firm to act as its exclusive agent for leasing 9,677 square feet of currently vacant Class B office space located at 2025 9th Avenue, Seattle, Washington, in Seattle’s Belltown District (the Property). The Property, located at the intersection of 9th Avenue and Lenora Street, is situated on the second floor of the building. The Washington Talking Book & Braille Library, with the address 2021 9th Avenue, occupies the street level of the building.
