LSTA Background
The Library Services and Technology Act (LSTA), administered by the Institute of Museum and Library Services (IMLS), is part of the Museum and Library Services Act of 1996, as amended. This legislation has been codified as 20 USC CHAPTER 72 - MUSEUM AND LIBRARY SERVICES. LSTA is the only source of federal funding that specifically targets libraries.
Activities supported by LSTA through the Grants to States Program must advance the eight national priorities and must work to develop and deliver library programs, services, and resources to the people of the state.
Grants to State Library Agencies are awarded using a population-based formula and require both state match and maintenance of effort.
LSTA funds are used by the Washington State Library to "support statewide initiatives and services" and are further distributed "through competitive (subgrant) competitions or cooperative agreements to public, academic, research, school, and special libraries" across the state.
