Eligibility

To be eligible for ACP, an applicant must: 

  • Be an adult, or parent or guardian acting on behalf of a minor, or an incapacitated person; and 
  • Be a survivor of domestic violence, sexual assault, trafficking, stalking, or certain criminal justice employees (see definition below) who have been targets of felony harassment; and 
  • Reside in Washington;  and 
  • The best time to apply is when an applicant is planning to move to a location unknown to their abuser and has not yet created any public records.

Definitions

Domestic violence refers to an act as defined in RCW 10.99.020 and includes a threat of such acts committed against an individual in a domestic situation, regardless of whether these acts or threats have been reported to law enforcement officers.
Sexual assault refers to an act as defined in RCW 70.125.030 and includes an attempt to commit such acts against an individual, regardless of whether these acts or threats have been reported to law enforcement officers.
Stalking refers to an act as defined in RCW 9A.46.110 and includes a threat of such acts committed against an individual, regardless of whether these acts or threats have been reported to law enforcement officers.
Trafficking refers to an act as defined in RCW 9A.40.100 or an act recognized as a severe form of trafficking under 22 U.S.C. Sec. 7102(8) as it existed on June 12, 2008, or such subsequent date as may be provided by the secretary of state by rule, consistent with the purposes of this subsection, regardless of whether the act has been reported to law enforcement.
Criminal Justice Employees refers to an act as defined in RCW 9A.46.020 and includes who is target for threats or harassment prohibited under subsection (2)(b)(iii) or (iv), and any family member residing with him or her.
