Note from the Washington State Library: In order to participate in the Winter 2002 Washington State Databases Trial, each vendor was asked to address questions the Statewide Database Licensing Committee felt were most critical in order for library staff to evaluate products and vendors. 1. Describe the database product(s). If you want us to link to more than one product, provide a unique description for each product. Be sure we know what information belongs with each product. If there are special hardware or software needs, please make sure you include them in this description. When you provide a description of your product, please go beyond the typical advertising brochure text. We are hoping for a thoughtful, descriptive paragraph that will enable someone unfamiliar with your product to understand the nature and coverage of your product. The more concise the description, the better.

Trial Databases include the following:

Multicultural Reference Center: EBSCO Publishing and Marshall Cavendish, publisher of high-quality print reference collections, have partnered to create the Multicultural Reference Center. The databases included in this product will help secondary school students gain an in-depth understanding of thousands of multicultural topics. The four products listed below make up the Multicultural Reference Center. Each product contains thousands of Main Articles. From these Main Articles, the researcher can follow links to a comprehensive collection of related article from a large variety of sources.

The Asian American Encyclopedia offers basic information about the history, language and culture of Asian Americans' diverse countries of origin. All major Asian groups such as Chinese, Japanese, Korean as well as many of the smaller, marginalized groups within the Asian-American culture are covered. Produced by Marshall Cavendish Corporation.

The Encyclopedia of Multiculturalism is a multi-faceted, research database that helps students find information about a vast array of subjects related to multiculturalism. Associated to the Main Articles within this database are related magazine and newspaper articles and images. This product is produced by Marshall Cavendish Corporation.

Science Reference Center: EBSCO Publishing and Marshall Cavendish, publisher of high-quality print reference collection, have partnered to create the Science Reference Center. The databases included in this product will help secondary school students gain an in-depth understanding of hundreds of scientific topics. The three products listed below make up the Science Reference Center. Each product contains hundreds of Main Articles. From the Main Articles, the researcher can follow links to a comprehensive collection of related articles from a large variety of sources.

Encyclopedia of Earth & Physical Sciences - Categories covered include: Chemistry, Cosmology, Geology & Mineralogy, Meteorology, Oceanography, Physical Geography and Physics.

Encyclopedia of Life Sciences - Categories covered include: Agriculture Anatomy, Biochemistry & Biotechnology, Botany, Ecology, Genetics, Medicine, Microbiology, Molecular Biology & Cytology, Pathology & Histology, Physiology, Psychology and Zoology.

Encyclopedia of Technology & Applied Sciences - Categories covered include: Agricultural & Food Technology, Chemistry & Materials Science, Computers & Communication, Energy & Resources, Engineering, Construction, & Design, Environmental Technology, Manufacturing & Industry, Medical & Biotechnology, Military & Security Technology and Transportations Technology.

2. Is remote access included for the subscription price? If there are additional charges or requirements in order to offer remote access, please describe. What methods of remote access are supported? If applicable, please discuss any methods or assistance you offer regarding remote access patron verification and authentication.

Yes, Remote access is included in the subscription price. There are no additional charges for remote access. EBSCOhost provides remote access to EBSCO's proprietary databases as well as licensed databases.

3. What customer training is provided, and at what cost? Please include "freebies" such as Web-based tutorials, end-user documentation tents, cheat-sheets, etc.

If a site purchases any of the products mentioned herein, EBSCO Publishing will work with the Washington State Library to coordinate training dates and locations. Training sessions can be tailored to meet Washington State Library's specific needs, and there is no additional cost for training.

4. What customer and technical support is provided, including hours of operation? In your reply, please include contact names (if applicable) or name of department, the phone numbers and e-mail addresses for your support services. If you have toll-free access to these support centers, please make sure they are available here.

Washington State Library Staff, member library staff, and end-users may contact EBSCO's Technical Support with any technical questions regarding access to the EBSCO databases via EBSCOhost. All of EBSCO's technical support representatives are fully trained in all aspects of EBSCOhost access and would be able to help answer any questions concerning installation, searching, printing, etc. quickly and efficiently. Technical Support can be reached Monday - Friday from 7:00am to 8:00pm EST and on Saturday and Sunday from 9:00am to 5:00pm EST. Technical Support can be reached by calling 800-758-5995 or via fax at 978-356-6565. E-mail can also be sent to Technical Support at [email protected]. There is no additional cost for Technical Support service.

A 24-hour-a-day online gateway to EBSCO's Technical Services is available to empower sites to discover their own technical solutions. Via an interactive Web page at www.ebscoweb.com, sites can access a range of resources to find answers to technical issues on their own or with the help of one of EBSCO's Service and Support representatives. The interactive Web page features knowledge base technology, an online call support system and links to troubleshooting guides, and more.

5. Please describe the statistics you provide, and discuss whether your statistical reporting complies in part or in whole with the guidelines developed by the International Coalition of Library Consortia found at http://www.library.yale.edu/consortia/webstats.html

Via the EBSCOadmin module, statistical information and management reports may be gathered, such as data on the operations, usage and performance on a consortial (statewide and regional) and local library level. EBSCOadmin offers a number of statistical features such as reporting usage by library, by library type, by database title, by title within each library and by method of access.

EBSCO Publishing is able to provide free statistics that follow the recommended guidelines of the International Coalition of Library Consortia via the EBSCOadmin module.

6. Describe your pricing structure or formula for the product. If there are additional costs for retrieving full text, describe the pricing for this service. (Note: This question means - we want to know what your list prices are and how you calculate your prices: Based on FTEs? On buildings? On a combination, or on something else?)

If you cannot provide a standard price list that would enable each library to understand their cost to subscribe, then for each product you must tell us the list price that you would charge these hypothetical libraries.
a. Library A: A high school library with 750 students in grades 9-12
b. Library B: A public library that serves a population of 100,000 and has two branches
c. Library C: A public library that serves a population of 20,000 and has only one building, no branches
d. Library D: A community college library serving 5,000 full-time equivalent students
e. Library E: A four-year academic library serving 5,000 full-time equivalent students
f. Library F: A hospital library serving a hospital that employees 1,000 staff plus has 200 doctors attached to the hospital

EBSCO Publishing's pricing structure is based on a number of different criteria. EBSCO takes into account the number of institutions involved, the type of institution (i.e. high school, public library, university, hospital etc.), size of each institution, possible hours of operation, population served, FTE's and the combination of databases being priced. EBSCO's pricing is based on an unlimited site license. It is a flat rate; all-inclusive charge based on unlimited usage and unlimited viewing, printing and downloading of citations and articles. There are no additional costs for training, technical support, user support materials.

7. If a library subscribes to any of your products as a result of this trial, will their future subscription rates continue to reflect any savings or discount they may receive today?

EBSCO Publishing will honor any discounts only if the existing terms and conditions of the agreement remain the same (i.e. as long as the sites and products remain the same, EBSCO will honor the renewal cost).

8. What is the minimum participation level (however you care to define it) that would be needed to allow participating libraries to receive a discount? What is the minimum discount for a group buy? How will you treat existing library customers with regard to a group buy?

Libraries may be eligible for a discount once there are multiple institutions involved. The discounted amount would be dependent upon the types of institutions, the number of institutions and the databases being considered. Existing EBSCO customers that wish to participate in a group purchase may be eligible for a pro-rated credit for the unused portion of their subscription. This credit can be used towards additional EBSCO products or services.
