Note from the Washington State Library: In order to participate in the Winter 2002 Washington State Databases Trial, each vendor was asked to address questions the Statewide Database Licensing Committee felt were most critical in order for library staff to evaluate products and vendors. Please contact the vendor's representative, listed below, for additional information on this product.


1. Describe the database product(s). If you want us to link to more than one product, provide a unique description for each product. Be sure we know what information belongs with each product. If there are special hardware or software needs, please make sure you include them in this description. When you provide a description of your product, please go beyond the typical advertising brochure text. We are hoping for a thoughtful, descriptive paragraph that will enable someone unfamiliar with your product to understand the nature and coverage of your product. The more concise the description, the better.

CQ Electronic Library, our expanding suite of electronic references, is founded on CQ’s authoritative and balanced coverage of public affairs. CQ Researcher and CQ Weekly, whose award-winning content has been accessible on the Web for several years, were joined recently by CQ’s Electronic Encyclopedia of American Government and the electronic version of Washington Information Directory (eWID). Available soon, three new references--the CQ Public Affairs Collection, CQ Insider, and CQ Supreme Court Collection--bring patrons a wealth of content in highly organized and easy-to-use formats. All of the products in the CQ Electronic Library share the following technical features:

The CQ Researcher is your complete source for in-depth coverage of the most pressing and controversial issues of the day. It was voted a best reference database for 2000 by Library Journal and has won the Sigma Delta Chi Award for Excellence in Journalism. Covering a single hot issue each week, CQ Researcher supplies background, chronology, and all sides of the surrounding debate. The product features:

  • Searching across all text, titles, or indices, by date or section of the CQ Researcher report;
  • Browsing by topic and date;
  • Annotated bibliographies;
  • Charts, graphs, sidebar articles, experts’ pro-con feature, and list of contacts associated with the issue;
  • Archive of reports dating to 1991;
  • Citing CQ, helpful instruction on citing CQ Researcher.

CQ Weekly provides reporting and analysis by CQ’s news team including reporters, editors, and researchers covering issues under consideration and debate in Congress and a wrap-up of the previous week’s news, including the status of bills in play, behind-the-scenes maneuvering, committee and floor activity, and roll call votes. Features include:

  • A database covering virtually every act of Congress searchable by keyword or phrase, topic, bill number, reporter’s byline, date of article or date of bill, and page number;
  • An archive dating back to 1983;
  • Browsing--by date of issue across the database or within a subject area--to help users hone in on a topic or spark ideas.

CQ’s Electronic Encyclopedia of American Government is your definitive source of information on U.S. government, politics, and elections. You will find information not only about the institutions of government, but also the theories that underpin them, the personalities that animate them, and the issues that vex them. Essays on critically important topics, background to every era of American history, and the following related features are included in a subscription to this authoritative source:

  • Up-to-date information covering the three branches of government, searchable by keyword or phrase, subject, branch of government, or Quick Search Topics;
  • Free access to GovLinks, a collection of live links to government web sites;
  • Browsing--by Quick Search Guides, contents, branch of government, elections, illustrations, or an alphabetical listing of additional resources--to help users narrow their topic or jumpstart ideas;

  • Step-saving spreadsheet and word-processing options.

Coming in the Spring 2002 - CQ Supreme Court Collection provides the contextual framework and analysis of the Supreme Court and its decisions unavailable in any other Web-based reference. The collection blends historical perspective with timely updates and expert commentary, providing patrons with both scope and depth of content. Summary and discussion of major decisions; Justice biographies and analysis of their opinions; supporting data and examination of opinion/vote alliances; and thorough coverage of related activity in Congress and public opinion surrounding the Court comprise this highly organized and user-friendly collection. 2. Is remote access included for the subscription price? If there are additional charges or requirements in order to offer remote access, please describe. What methods of remote access are supported? If applicable, please discuss any methods or assistance you offer regarding remote access patron verification and authentication.

Remote access is included in the subscription price. We allow referral URL or proxy referral for libraries that authenticate patrons, and we offer bar code authentication (username and password) access for those that don't.

3. What customer training is provided, and at what cost? Please include "freebies" such as Web-based tutorials, end-user documentation tents, cheat-sheets, etc.

We offer free on-line demo-tutorials and FAQ sheets as well as a technical support 1-800 number during regular business hours.

4. What customer and technical support is provided, including hours of operation? In your reply, please include contact names (if applicable) or name of department, the phone numbers and e-mail addresses for your support services. 5. Please describe the statistics you provide, and discuss whether your statistical reporting complies in part or in whole with the guidelines developed by the International Coalition of Library Consortia found at http://www.library.yale.edu/consortia/webstats.html

Web-accessible usage statistics by product for library administrators include number of sessions, length of sessions, and pages visited. Effective February 2002, we will be largely (90%) compliant with the ICLC guidelines.

6. Describe your pricing structure or formula for the product. If there are additional costs for retrieving full text, describe the pricing for this service. (Note: This question means - we want to know what your list prices are and how you calculate your prices: Based on FTEs? On buildings? On a combination, or on something else?)

7. If a library subscribes to any of your products as a result of this trial, will their future subscription rates continue to reflect any savings or discount they may receive today?

Discounts are negotiated at the time of renewal. Multi-year subscriptions can be negotiated for a discount.

8. What is the minimum participation level (however you care to define it) that would be needed to allow participating libraries to receive a discount? What is the minimum discount for a group buy? How will you treat existing library customers with regard to a group buy?

Existing library customers will be treated the same as new customers.
There is no minimum. However, a 50 member order is required to grandfather current customers. If over 150 members subscribe, the discount will be 20%. If fewer than 150 subscribe, the discount is 10%.
