Note from the Washington State Library: In order to participate in the Winter 2002 Washington State Databases Trial, each vendor was asked to address questions the Statewide Database Licensing Committee felt were most critical in order for library staff to evaluate products and vendors. Please contact the vendor's representative, listed below, for additional information on this product.

EBSCO Publishing will provide a broad array of general, K-12, scholarly (undergraduate and graduate), and consumer full-text information. The databases offered to the Washington State Library outlined herein, range greatly in scope of coverage. The trial databases offer indexing and abstracts as well as full text for a wide variety of subject areas, appropriate for public libraries, K-12 schools, two and four-year colleges and universities, medical institutions, and more.

Provided by the American Theological Library Association, the ATLA Religion Database is the principal database indexing citations in all scholarly fields of religion. This comprehensive, bibliographic database spans over 50 years, includes selected records that go as far back as 1818, and covers material in 35 languages. Focusing on topics such as biblical studies, world religions, church history, and religion in social issues, the ATLA Religion Database is an essential resource for students and researchers in theology as well as those in social sciences, history, and humanities. In addition, the database offers expansive coverage of the subdisciplines in the fields of theology and religion. It also covers religious research in related fields such as sociology, anthropology, psychology, history, medicine, law and business. The ATLA Religion Database contains more than one million records including:

  • More than 350,000 article citations from 1,400 journals, with 600 journals covered currently

ATLAS Full Text Plus is the full text version of the ATLA Religion Database. ATLAS Full Text Plus is a collection of major religion and theology journals selected by noted religion scholars in the United States. Full text journals representing all major religious faiths, denominations, and language groups are included. As with the ATLA Religion Database, coverage dates back to 1949 and is updated biannually.

Biological Abstracts is a complete collection of bibliographic references to life science and biomedical research literature published in journals internationally. Consisting of seven databases, Biological Abstracts gives users easy access to the latest information in virtually every life science discipline, and contains millions of research records from as far back as 1995. Most of the records include informative abstracts written by the author.

Business Source Premier, designed specifically for business schools and libraries, contains 2,330 full text scholarly journals and business periodicals covering management, economics, finance, accounting, international business, and much more. Business Source Premier contains full text from the world's top management journals including Harvard Business Review, MIT Sloan Management Review, California Management Review, Administrative Science Quarterly, Academy of Management Journal, Academy of Management Review, Industrial & Labor Relations Review, Journal of Management Studies, Journal of Marketing Management, and many more. EBSCO is in the process of creating greatly expanded indexing and abstract backfiles for 300 top, scholarly business journals, back to 1965 or the first issue published (whichever is more recent). More than 200 of these journals will also have PDF images back to 1965 or the first issue published. More than 1,000 of the full text publications are not available from competing products. Company information from Dun & Bradstreet is included for 3,000,000 companies.

Business Wire News is a supplement database for customers of either Business Source Elite or Business Source Premier. With daily updates, Business Wire News provides comprehensive full text for business newswires (including PR Newswires and Business Wire) and regional business publications (including titles from Crain Communications). This database has full text for more than 50 sources.

CINAHL, the Cumulative Index to Nursing and Allied Health Literature, is the authoritative resource for nursing and allied health professionals, students, educators and researchers. The database offers indexing and abstracting for over 1,200 nursing journals and publications dating back to 1982 and contains over 300,000 records. Offering complete coverage of English-language nursing journals and publications from the National League for Nursing and the American Nurses' Association, this database covers nursing, biomedicine, health sciences librarianship, consumer health and 17 allied health disciplines. The CINAHL Subject Headings List provides an easy way for health professionals to access information in the database. This thesaurus allows users to move through an interactive, hierarchical file that offers hypertext links to broader, narrower, related, and used-for terms. In addition, CINAHL offers access to:

Computer Source currently features indexing and abstracts for nearly 325 sources providing full text for 248. This database provides researchers with the latest information and current trends in high technology. Over the next 3-6 months, this database will grow to include a total of 300 full text titles.

EconLit, the American Economic Association's electronic bibliographic database, is the world's foremost source of references to economic literature. EconLit adheres to the high quality standards long recognized by subscribers to the Journal of Economic Literature (JEL) and is a reliable source of citations and abstracts to economic research dating back to 1969. With approximately 15,000 added annually, EconLit records include abstracts of books, journal articles, and working papers published by the Cambridge University Press. These sources bring the total records available on the database to more than 825,000. Appropriate geographic descriptors are added to journal and collective volume articles, working papers, and dissertations. Subject descriptors are assigned to all articles, books, book reviews, working papers, and dissertations.

Education Abstracts (H.W. Wilson) provides indexed articles from 478 periodicals and yearbooks with indexing going back to 1983 and abstracts starting in 1994. Articles from books relating to education, which were published after 1995, are also included. Subjects covered include adult education, continuing education, library science, literacy standards, multicultural/ethnic education, teaching methods, etc. Links to over 165 full text journals in Academic Search Premier are available via the EBSCO SmartLinks feature.

e-psyche® is available from EBSCO Publishing via its Web-based search service, EBSCOhost®. This database contains journal coverage for nearly 3,600 titles. Designed for use in a variety of research institutions including academic and public libraries, e-psyche includes newsletters, dissertations, preprints, indexed Web sites, technical reports and conference proceedings. The database offers sophisticated linking capabilities, providing easy access to author e-mail addresses, publisher URLs, full text links and citations. The majority of the backfiles date as far back as 1998, with several titles dating back even further. The breadth of content included in the database makes e-psyche a valuable, cost-effective means for conducting research on a vast array of topics related to psychology. This database is updated monthly.

ERIC® has been created to assist teachers, administrators and researchers gain immediate access to information from journals included in their Current Index of Journals in Education and Resources in Education Index. ERIC includes full text for more than 2,200 digest along with references for additional information and citations and abstracts from over 980 educational and education-related journals. Available with this database is EDRS (ERIC Document Reproduction Services) which offers E*Subscribe users a link for EBSCOhost subscribers of ERIC. E*Subscribe offers unlimited access for approximately 92% of ERIC documents electronically in PDF format. EBSCO SmartLinks provide the ability to link from citations in ERIC to more than 300 full text journals in the Professional Development Collection database. Health Business Elite provides comprehensive journal content detailing all aspects of health care administration and other non-clinical aspects of health care institution management. Topics covered include hospital management, hospital administration, marketing, human resources, computer technology, facilities management and insurance. Health Business Elite contains full text content from over 400 journals such as Health Facilities Management, Materials Management in Health Care, Marketing Health Services, Healthcare Financial Management, Harvard Business Review, and many more.

Health Source: Consumer Edition is the largest consumer health database available to libraries worldwide. This resource provides access for more than 160 full text, consumer health periodicals including Better Nutrition, Consumer Reports on Health, Harvard Health Letter, Men's Health, Prevention, Women's Health Weekly, and many others. Also included in this database is searchable full text for over 1,000 health-related pamphlets, 20 health reference books, including books published by the People's Medical Society, and 7,000 Clinical Reference Systems reports (in English and Spanish). Yes, Remote access is included in the subscription price. There are no additional charges for remote access. EBSCOhost provides remote access to EBSCO's proprietary databases as well as licensed databases.

EBSCOhost offers several different ways to authenticate users. These include:

  • IP Address
  • Referring URL
  • Patterned IDs
  • Patron ID Files
  • User ID and Password
  • Cookie Authentication

Libraries may select the best method to meet their user-authentication needs.

Referring URL authentication can be used to provide access to EBSCOhost from a secure homepage on the library's Web server. This identifies users by the originating URL (the page from which they came) and eliminates the need for User IDs. The EBSCOhost server validates whether the user is coming from an approved URL.

Patterned ID authentication lets a user access EBSCOhost by a library card or bar code number. If the number entered does not match an ID set up by the library administrator, access is not permitted. The administrator can decide which characters are significant and compare up to 30 characters if needed.

Patron ID (Customer Coordinated) authentication lets a library use library or patron card numbers (up to 20 characters) to control access. The administrator provides EBSCO with a list of IDs that are used to identify users asking for access to databases. Without an ID number, assigned by library staff, the user cannot access EBSCOhost. Libraries can also customize the log in prompts, and easily delete one user's access without affecting other users.

User ID and Password authentication can be useful to authenticate users who access EBSCOhost remotely. By providing users with the appropriate password and ID, they are given instant access to the databases that the library selected. Without the correct password, access is not permitted.

There is no limit on the number of simultaneous authenticated patrons who can access the databases from an off-campus/remote site.

To initially set-up, EBSCO would require the name, address, desired authentication method.

If a site purchases any of the products mentioned herein, EBSCO Publishing will work to coordinate training dates and locations. Training sessions can be tailored to meet Washington State Library's specific needs, and there is no additional cost for training.

For EBSCOhost customers, EBSCO Publishing strongly believes that a successful implementation plan must include detailed training sessions. It has been our experience with over 20 statewide and 46 nation-wide contracts that the key to success and future funding is a solid, proactive training plan, initiated in the very early stages of the contract period. The purpose of the training is not to focus on basic search techniques, as the product is designed to be used by novices. Moreover, the purpose of the training is to promote the content purchased by the state and to educate staff on the customization options available to them.

In addition, our Customer Service, Technical Support and Customer Satisfaction departments' availability, there are specific sales representatives as well as other personnel assigned to assist the Washington State Trial, as mentioned in response to Question 9 of this questionnaire.

5. Please describe the statistics you provide, and discuss whether your statistical reporting complies in part or in whole with the guidelines developed by the International Coalition of Library Consortia found at http://www.library.yale.edu/consortia/webstats.html

Via the EBSCOadmin module, statistical information and management reports may be gathered, such as data on the operations, usage and performance on a consortial (statewide and regional) and local library level. EBSCOadmin offers a number of statistical features such as reporting usage by library, by library type, by database title, by title within each library and by method of access.

EBSCOadmin functions such that individual sites have access to only their library's statistical information. However, regional libraries can gain access to this information for all affiliated libraries, while the main consortium site has access to statistics from all Washington State libraries.

EBSCO Publishing is able to provide free statistics that follow the recommended guidelines of the International Coalition of Library Consortia via the EBSCOadmin module. EBSCOadmin is a graphical interface designed to help define and apply modifications to a variety of EBSCOhost configuration files. With this system, administrators have the capability of tailoring EBSCOhost to meet their individual site requirements. EBSCOadmin allows administrators to print reports detailing citation and/or full text requests on a journal title basis; report usage by institution; and report on which resources/databases are accessed and by whom and how often. EBSCOadmin also provides usage statistics that are able to identify usage based on the end user library. EBSCOadmin can provide activity measurements for logons, searches, total searches, retrievals per format (citation, abstracts, full-text email, PDF, print from browser), and usage per title. Usage can be reported collectively and for each database. The management reports may be saved as HTML files and imported into any format the library desires (Excel, ASCII text, etc.).

As mentioned, EBSCOadmin provides the ability to track usage and provide statistical reports on virtually any client/server communication. The library administrator will have the ability to access and control all user configurations and generate reports automatically on-site. Usage statistics can be used to measure how often titles and databases are searched. Title, database and session usage statistics can be collected for specific time periods (monthly or annually), limited to a specific data field (i.e. ISSN) and/or searched in a particular way (i.e. a database name or number of abstracts downloaded/printed). These statistical reports can be run on-site at anytime that the library administrator desires. The reports that can be run are indicated in Section 8.4.1 (Reports).

EBSCOadmin is password protected for security purposes. The password and protection system protects the privacy and integrity of other regional member libraries database profiles. Although passwords can be kept by the main site, and regional systems, each individual site handles the maintenance and distribution of individual library passwords that grant access to EBSCOadmin.

The usage reports described can be generated automatically, as well as on-site at anytime the library administrator desires. The management reports may be saved as HTML files and imported into any format the library desires (Excel, ASCII text, etc.). Reports can be generated for up to two years of usage. The following are some of the reports that can be run:

Title Usage Statistics:

Library administrators will be able to monitor exactly which titles are being accessed with EBSCOhost and be able to determine:

  • Number of abstracts browsed/printed/downloaded per title
  • Total number of full text articles/pages browsed for each title

Session Usage Statistics:

Library administrators will also be able to monitor session activity and be able to determine:

  • The number of sessions
  • Number of searches
  • Average number of hits per search
  • The user profile which is used most often

Database Usage Statistics:

Library administrators will be able to monitor and track database usage in the following areas:

  • Total number of searches for each database
  • Average number of hits per search for each database
  • Total number of abstracts browsed/printed/downloaded from each database
  • Total number of articles e-mailed for each database

IP Address Usage:

This report shows the number of logins per IP address. This information can be obtained only at the Site level.

In addition, please note that EBSCO will be represented on the NISO Standards Committee, and that EBSCO has been highly regarded in its efforts regarding statistical standards by NCLIS.
As illustrated above, EBSCO provides library administrators with flexible statistical reporting options. Administrators may create multiple profiles and set-ups that can be organized by type of organization from which statistical reports may be run. Additionally, with the latest EBSCOadmin version, sites may associate their own identifier against a given Customer ID, thereby giving administrators the ability to customize reports based on type of organization.

EBSCO Publishing's pricing structure is based on a number of different criteria. EBSCO takes into account the number of institutions involved, the type of institution (i.e. high school, public library, university, hospital etc.), size of each institution, possible hours of operation, population served, FTE's and the combination of databases being priced. EBSCO's pricing is based on an unlimited site license. It is a flat rate; all-inclusive charge based on unlimited usage and unlimited viewing, printing and downloading of citations and full text articles. There are no additional costs for training, technical support, and user support materials.

7. If a library subscribes to any of your products as a result of this trial, will their future subscription rates continue to reflect any savings or discount they may receive today?

EBSCO Publishing will honor any discounts only if the existing terms and conditions of the agreement remain the same (i.e. as long as the sites and products remain the same, EBSCO will honor the renewal cost).

8. What is the minimum participation level (however you care to define it) that would be needed to allow participating libraries to receive a discount? What is the minimum discount for a group buy? How will you treat existing library customers with regard to a group buy?

Libraries may be eligible for a discount once there are multiple institutions involved. The discounted amount would be dependent upon the types of institutions, the number of institutions and the databases being considered. Existing EBSCO customers that wish to participate in a group purchase may be eligible for a pro-rated credit for the unused portion of their subscription. This credit can be used towards additional EBSCO products or services.
