Law passed by the Territorial Legislature enabling cities and towns to incorporate if approved by a District Court judge

This law was declared unconstitutional on February 13, 1890, but not before several cities had incorporated under its terms. On March 24, 1890 the State Legislature passed a law allowing for the reincorporation of cities or towns incorporated under the 1888 law. Most of the cities then reincorporated in the spring and summer of 1890.
