Memorial sent to Congress for the Admission of Washington Territory as a State

Many memorials had been sent to Congress requesting Statehood for Washington. This was the sixth attempt to convince Congress that Washington should be admitted to the Union as a state. This time the Territorial Legislature tried "saber-rattling," stating: "That she [Washington] confronts one of the most active of the foreign powers which is constantly exerting the greatest energy in the building up of naval stations and maritime ports just outside our borders."
