ARCANVS Licenses Have Expired

The Office of the Secretary of State believes that the business practices of ARCANVS create unreasonable risk to relying parties and subscribers of ARCANVS digital certificate and repository services as set forth below.

ARCANVS' license under the electronic authentication act, chapter 19.34 RCW, expired November 30, 2001. The Office of the Secretary of State has been unable to contact ARCANVS and has received no communication from the company.

ARCANVS' surety bond, required for licensing under chapter 19.34 RCW has expired. Links to the company web site are not operative. This office does not know if ARCANVS is continuing to offer Certificate Authority and Repository services.

This office does not know if ARCANVS is complying with its duties under RCW 19.34.291. RCW 19.34.291 sets forth the duties of a certificate authority on discontinuation of certificate authority and repository services. Under 19.34.291 a licensed certificate authority must: Notify all subscribers listed in valid certificates of the discontinuation of services; and Make reasonable arrangements for the preservation of the certificate authority's records.

Since this office is unable to contact ARCANVS, all parties relying on or subscribing to ARCANVS certificates are advised to attempt contact with the ARCANVS company to determine the status of the certificates involved.
