A digital signature is one type of electronic signature. Digital signatures have a digital certificate behind them, offering authentication when sending a "signed" electronic document. This "signature" may belong to an individual, an entity, or a server. The Secretary of State's office is responsible for licensing certification authorities that issue digital certificates, under RCW 19.34.(Electronic Authentication Act) and WAC 434-180. The Secretary does not issue digital certificates or signatures under this law. This site displays information needed to become a licensed certification authority, a recognized repository, or licensed operative personnel. It also lists any certification authorities licensed in Washington State, as well as any recognized repositories.
